It does both. You can have multiple verification questions and multiple answers per question. For example, if you have a question of "Buster is a dog. What is Buster?" you could add both "dog" and "a dog" as valid answer. To add multiple questions: ACP => Tools => Captcha Question and Answer => Add New Question To add multiple answers: ACP => Tools => Captcha Question and Answer => {select question} => Add Additional Answer
